Basically, I still think there will be a group of people supporting the idea to have the pure EV in the market.
Farthermore, it is unlikely possible to have sufficient power supply station density in Taiwan for the users to charge their EV while needed. Also, the source of a pure EV is still on coal, mostly, I couldnt see its pure cleanness for now. Maybe it will be a possiblity in the future when there are some cutting edge breakthrough in the crucial techniques, such as battery or even power generating process, then we can start to talk about the environmental protection to the earth by using a pure EV. Otherwise, its a cliche.

環保智慧電動車 將先在北中趴趴走

【台灣醒報╱記者陳昭妤╱台北報導】 2011.09.22 03:35 pm


多年的千呼萬喚下，我國智慧電動車發展策略與行動方案終於出爐！工業局局長杜紫軍今天在行政院會後的記者會中表示，將在新北市和台北市提供100輛智慧電動車，給高鐵及客運站旅客租用，並計畫設置100座充電站。這些產品由國內廠商供應零組件，估計可帶動9億元左右的產值。

除了北市，台中市也將引入100輛國外電動車和國內產品比較，並設置161座充電站提供免費停車和充電，而這批電動車主要是供警務、環保稽查等公務車使用，日後也將逐步推廣至各企業使用，落實綠能產業的理念。

然而，行政院長吳敦義也在院會中特別提醒，目前的智慧電動車還需克服安全、電池續航力、速度、價格、方便性等問題。針對電池續航力，杜紫軍表示，目前已開發高安全STOBA鋰電池，已取得世界專利，不同於一般電池遭刺穿時會大量放熱，造成危險，此種電池受損時可防止內部連鎖反應的危險。

此外，吳敦義也敦促經濟部，應盡速發展電動車必備的儲能技術，對此，杜紫軍表示，太陽光電和風力發電等都需短時間內儲存電能，而儲電器材可在離峰時間預先儲存電力，分散尖峰時期的用電量，因此目前正積極研發儲電技術，期望能提升智慧電動車的使用效益。

台灣本島的台南、高雄與外島澎湖後續也將導入智慧電動車。國外方面，則已和菲律賓簽訂合作協議，未來菲國將引進台灣的零件改造其國內車輛，預料將可提供龐大商機。

此外，杜紫軍也透露，次長黃重求日前已到日本查看電動車的市場並討論相關合作事宜；法國由於必翔紮根已久，將有機會引進、銷售我國的輕型電動車，足見綠能的龐大效益。
